Justin Shorter entered college football as a highly-touted prospect and ranked 18th overall by ESPN. He joined Penn State but was limited to 15 receptions for 157 yards and zero touchdowns over two season, while playing behind K.J. Hamler, Pat Freiermuth, Juwan Johnson, and Jahan Dotson. Lost in the shuffle, Shorter transferred to Florida.
His first season in 2020 was deja vu as he played behind future first-round picks Kyle Pitts and Kadarius Toney and he finished sixth on the team in receiving yards. The following season finally saw Shorter get his oportunity as he finished tied for first in receptions (41) and second in receiving yards with 550 yards. In his final season, Shorter was limited to nine games and finished second on the team in receiving yards with 577 while averaging 19.9 yards per reception.
