Below, Joel Ybarra ranks the best fantasy football WR and TE groups for all 32 NFL teams, then identifies some of the most undervalued pass catchers available in drafts. 

We are seeking passing offenses that are going to take off in 2024. An ascendant passing unit is one that has compiled a talented group of pass-catchers and matched them up with a quarterback who can facilitate their production. Here we rank each NFL team’s pass-catching talent only, without taking into account the QB or the offensive system around them. See below the 32 NFL teams’ pass-catching groups, evaulating the top four WRs and/or TEs on each team.  We also identify the most ambiguous pass-catching groups – those where drafters are unsure which pass catcher will be the most productive. Then we also identify the most undervalued pass catching groups. Those are places where we can mine some value and find the wide receivers and tight ends that will outdo their ADPs in the coming season.

Ambiguous Pass-catching Groups

Below, we identify the most ambiguous pass-catching units in the NFL – the groups whose ADPs on Underdog are grouped the closest together, indicating drafters are unsure which pass catcher will emerge as the most valuable fantasy scorer. The ambiguity tends to suppress the values for all, and they often cluster around the same range in drafts. Breakout pass catchers will emerge from these groups.

Houston Texans | Collins, Diggs, Dell, Schultz

The Texans’ top three pass catchers (Collins, Diggs and Dell) are all going in the top 40 of Underdog drafts. With the addition of Diggs and the return of Dell (who missed the last six weeks of 2023), as well as C.J. Stroud moving into his second season in the NFL, the Texans offense should be one of the most productive in the NFL.

The Texans’ pass catchers are some of the most highly-drafted, but none is being drafted in the first round. Stroud is capable of driving production for multiple pass catchers, as we saw in 2023, when he facilitated production for three top-48 WRs (Collins, Dell and Noah Brown) and a top-12 TE (Schultz).

Kansas City Chiefs | Kelce, Brown, Worthy, Rice

The Chiefs’ top four options are all within about 40 spots of one another (picks 39-80) on Underdog. They are the most tightly-packed group in the NFL other than the Patriots who go much later (picks 147-186). The value is Rice (~pick 80). Rice has top 12 upside in the Chiefs offense even with the additions of Brown and Worthy. Rice was WR28 on a 58.6-percent Snap Share and a 17.9-percent Target Share (No. 45) last season. His value is suppressed due to his possible suspension. If that weren’t hanging over his head, he would be a second or third round pick in Underdog. He is available in the seventh and will have a higher snap share than last year. The second-year receiver already has a connection with Patrick Mahomes. That is something Brown and Worthy don’t yet have.

New England Patriots | Polk, Douglas, Henry, Baker

At pick 147 on Underdog, Polk is the most expensive of the Patriots pass-catching group, but no one knows how this pass-catching group is going to shake out. The most productive receiver from the 2023 season was Kendrick Bourne (12.5 PPG), and he is not even being drafted in the top four pass catchers this season.

With a 51.2-percent (NO. 25) Route Win Rate, Bourne is free in drafts and could be the Patriots’ most productive receiver, yet again, especially earlier in the season. Polk is worth a stash. He was the Patriots’ second round pick (2.05) in the Draft and is available in the 13th round of Underdog drafts.

Jacksonville Jaguars | Kirk, Thomas, Engram, Davis

The Jags’ top four pass catchers are all available after pick 50 on Underdog. The top three are all available between pick 50 and 100. Any of those top three could be Lawrence’s favorite target in 2024. It would also not be a surprise if the pass-catching group as a whole was upgraded over last year with the addition of Thomas (over Ridley). The whole group could elevate Lawrence’s play, in turn benefitting all the pass catchers. The top three could all easily beat their ADPs – Kirk at WR30, Thomas at WR42, and Engram at TE8.

Chicago Bears | Moore, Allen, Odunze, Kmet

The Bears’ top three options are the highest-priced, after only the Texans’, Niners’, and Lions’ triads. More ambiguity means none of them is being drafted before the third round. Moore is going in the third (pick 29) on Underdog and has a good chance with upgraded QB play to return to the top-10 this season and outdo his WR20 ADP. The Bears’ top three (Moore 29, Allen 53, Odunze 66) are comparable to the Texans’ triumvirate (Collins 20, Diggs 29, Dell 36), just available much later. The Bears are all better bets.

Buffalo Bills | Kincaid, Coleman, Samuel, Shakir

Kincaid leads the Bills pass catchers as the first off the board in Underdog drafts. The receiving room behind Kincaid is pretty mid, so the second-year tight end may just be the best option the Bills have. Kincaid ran 49.1-percent (No. 2) of his routes out of the slot last season, however, and had a low Average Target Depth (ADOT): 6.0 (No. 28). He did not stand out in his rookie season, and Josh Allen wants to be aggressive pushing the ball downfield (No. 1 in Deep Ball Attempts and Air Yards in 2023). Samuel and Shakir also run out of the slot, so all signs point to Keon Coleman needing to be a thing. Otherwise, they’re going to be relying on Chase Claypool/Mack Hollins (both of whom are, incidentally, worth a last round pick in Underdog when you have Josh Allen).

Green Bay Packers | Reed, Watson, Doubs, Wicks

The Packers have five pass catchers (Reed, Watson, Doubs, Wicks and Luke Musgrave) being drafted in the first 10 rounds in Underdog drafts. That does not even include Tucker Kraft or Bo Melton, who could also play significant snaps in 2024.

This is the most ambiguous group in the NFL. It is very unclear which will lead the team in production, and there are legitimately seven receivers who could play a significant role in the offense. Love was No. 6 in facilitating production for his WRs and TEs in 2023, and there were a lot of injuries in the pass catching unit. One of them is going to break out. Watson, Reed and Wicks are the best bets.

Baltimore Ravens | Flowers, Andrews, Bateman, Likely

Andrews can easily outdo Flowers in fantasy production on the season as he returns to being Lamar Jackson‘s top target. Yet Flowers is going at pick 36, 14 spots ahead of Andrews. Getting the veteran tight end in the fifth round is the best value in fantasy right now.

Criminally Undervalued Pass Catching Groups

Minnesota Vikings | Jefferson, Addison, Hockenson, Tonyan

Jefferson is going as WR4, Addison as WR39, and Hockenson as TE15 on Underdog, largely due to a rookie quarterback, J.J. McCarthy, coming in and Hockenson’s injury recovery. Addison and Hockenson are the real values. Even with Joshua Dobbs/Nick Mullens under center last season, the Vikings WRs and TEs still scored 50.1 PPG, a figure that would have qualified for a top-10 mark if extrapolated over the course of the season. If McCarthy is just decent, Addison and Hockenson will easily return value.

Las Vegas Raiders | Adams, Bowers, Meyers, Mayer

Before last season – when Davante Adams finished as the WR15 in PPG – he had not finished outside the top-12 at the position since 2015. He was top-five in Expected Fantasy Points Per Game (22.03) last season and his actual fantasy PPG mark (15.61) was 6.42 points per game lower than expected.

Bowers at pick 100 (TE10) and Meyers at 121 (WR58) are also obvious values given Bowers’ strong prospect profile and Meyers being perennially undervalued. Need an ADP win in the middle rounds? Meyers and Bowers both figure to be integral to the Raiders’ offense and fit the bill.

New England Patriots | Polk, Henry, Douglas, Baker

The Patriots are the only pass-catching group without a player in the top-100 on Underdog. Polk has the best pedigree, taken early in the second round of the 2024 Draft and inserted into an offense with little other pass catcher talent to beat. The pass catchers also get the No. 2 QB selected in the Draft: Drake Maye. Henry, Douglas and Baker are worth some late round stabs, especially if you are stacking Patriots (and Chargers, who the Pats play in Week 17).

Carolina Panthers | Johnson, Legette, Thielen, Sanders

Diontae Johnson is available as the WR45 (77 overall) on Underdog. He is sure to beat that ADP simply because someone on the Panthers offense is going to have to catch passes. 33-year-old Adam Thielen was the WR25 in PPG last season (WR9 through nine weeks). Drafters also have NFL Draft first round pick Xavier Legette down to pick 138 overall (WR65) on Underdog even though he will become the clear WR2 in a Dave Canales offense.

Denver Broncos | Sutton, Franklin, Mims, Dulcich

Courtland Sutton is going off the board at pick 92 (WR49) in Underdog drafts even though he finished 2023 as the WR38 in PPG. The veteran also lost his stiffest target competition, Jerry Jeudy, and the rest of the pass-catching depth is not likely to usurp him. The ADP suppression is due to the Underdog effect: no one is fighting to build Broncos stacks. Sutton is going to return value if he stays on the board this late in redraft. Troy Franklin is also worth a dart throw at WR76 – in round 15.
